Naruto is about a world of ninja. That use jutsu aka power. Their is different villages. Each village has a kage which is a ruler over that town.

I stand my by opinion that it was a mix of an RP and a graphic novel. You two can interpret it however you want to for as long as you don't go assmad. And by you two I definitely mean Neon.
