There is a reason Rangiku is a lieutenant... I mean, in her off time she is pretty irresponsible, but she's shown to be able to be serious and held her own for a while against three Arrancar. I'd say they'd accept her as a Lieutenant with that many vacancies.

I think you mean as a Captain & bull-fucking-shit. They didn't promote Renji to Captain in spite of the fact that he:

Has a Bankai
Fought an Espada
Actually defeated an Arrancar
Is capable of fighting when literally lacerated from head to toe
Can now destroy big monoliths with open hand strikes
And, unlike Rangiku, doesn't sleep all damn day.
