| During my long absence, I had been reading lots and lotsa comics. And as a result I have spawned the idea for a grand epic (maybe a slight exaggeration) of a superhero RP. Granted there was one in the past (or more) that didn't work out, but the person who made it wasn't me. He was worse. But without further delay, it's time for some planning. What I need for starters is a subtitle, but no regular subtitle will do. Each part is named after a comic title although I'm sure I could get away without one and not be going against the naming theme. I've been thinking of using War Drums for the subtitle after Batman: War Drums, but it won't exactly be relevant until sometime into the game. It's bugging me a lot. Well, a story is more important than a subtitle, so I'll conjure up what I can without my notes. Which isn't much. Story: During the 1940's and into the 50's costumes crime fighting has been apart of the United States and the city it first took off in Manderlay culture. While not as prominent, costumes heroes even began appearing in Europe and Asia during World War II and the Vietnam conflict. But where there are costumes heroes there are sure to be costumed villains to combat them and vice versa. The antics of these heroes and villains resulted in large sums of property damage and even death sparking conflicts on how and whether or not the parties involved should be dealt with, but no agreement could be reached. Back in Manderlay, the birthplace of costumed heroes, an explosion at a chemical plant in the fall of 1998 resulting in three days of purple rain brought about a change in some fortunate or unfortunate beings whom began experiencing changes as they aged. The first recorded person to experience such changes was a thirteen year old boy named Oz when he dismantled a car with no visible effort of any kind. A local magazine known at the time as The Weekly Enquirer refered to the boy as God on Earth after supposedly turning water into gasoline. Since then he hasn't been seen in ten years. A new breed of hero and villain was born from the purple rain. Dubbed Mutants by the government, the Manderlay PD had begin to receive funding to create and train a division with the sole purpose of detaining Mutants known as the Mutant Busters. Captured Mutants are then sent to a rehabilitation center seen by some vocal pro-Mutant groups as an internment camp rather than a segregated prison for Mutants as they are deemed unable to be sent to Schwarzstein Maximum Security Penetentiary or Arclight Asylum For the Mentally Ill. With the Mutant Busters handling Mutant related crime, the rest of the police force can focus their efforts into dealing with drug and gang related crime, often with the aid of Mutant and costumed vigilantes as they've been dubbed by the police force whether they publicly admit it or not. Presidental canidate, Senator Henry Philips, a vocal and sometimes seen as a radical or extremist in his anti-Mutant campaign especially with the slogan "No More Mutants" has been rising in the polls for the next President of the United States. Manderlay is a coastal city, its main work force being mostly dock and shipyard workers. Aside from sea, the only ways in and out of the city is a bridge on the east side of the city and a tunnel on the north side.
On the outskirts on the city is an abandoned farm with many rumors surrounding it. It's usually a place where kids go on dares and other juvinile things.
Schwarzstein Maximum Security Penetentiary. Built in the mid eighties to house an overabundance of costumed villains, it is one of the largest and most secure prisons in the country offering inmates a chance to reform with the help of psychologists brought in from Arclight Asylum.
It's located in the far northern part of the city. Every Thursday at noon, a siren goes off to signal the time. Before it used to be an alert for potentially unfriendly aircraft and then as aj alert of a prison break or riot after they became too common of an occurance in the nineties, but now it's just an overglorified alarm clock.
Arclight Asylum for the Mentally Ill, originally Arclight Manor built by the first generation of the Arclight family years long past. The manor was converted into an asylum by the third generation of the family with the current administrator being the great-grandson of the one who converted the family manor into the citadel located atop a hill on the western part of the city it is now.
Arclight Asylum is for those who are deemed unfit to be with the population of Schwazstein due to being deemed a danger to themself or others. The residents are human as Mutants regardless of their mental state are sent elsewhere out of the city.
Much lile the farm outside of the city, there are numerous rumors going around (usually with the city's youth) about the asylum being haunted, the inmates, and the Arclight family.
Organized Crime: - Spoiler:
With the Mutant Busters handling Mutant related crimes, the Manderlay Police Department has been able to focus on organized crime that has been rampant throughout the city for years.
The top gangs go in order from stongest and most relevant to lesser known street gangs.
Operating on the east side of the city is a local sect of the Russian Mafia run by one Kyle Malkovich otherwise known as Reaper. The name comes from his tendency to personally execute his enemies. Their primary activities are weapons trafficking, extortion, drug trafficking, and human trafficking.
The Russians have been at war with the local Yakuza Clan led by Shinji Tokugawa for decades, but so far both sides have yet to come any closer to overtaking the other.
Operating on the west side of the city is the aformentioned Yakuza Clan. On top of their war with the Russian Mafia, they've been waging a lesser war with the Yellow Dragon Triad who control a sizable portion of the docks.
They're mainly active in weapons trafficking, drug trafficking, and prostitution rings.
The lower priority gangs are as followed:
Yellow Dragon Triad: Chinese gang operating in the docks, extorting the businesses that operate their as well as disrupting any shipments that come in for Yakuza and to a lesser extent the Russian Mafia. Every other Tuesday of the month, a ship enters the docks and the Triad is nowhere to be seen.
The Tyranno Boys: A lesser known gang led by a Mutant named Raptor. So far they only appear to be trying to make a name for themselves by attacking families of the Yakuza and/or Russians, breaking an unwritten law within organized crime about attacking noncombatants. Out of several attempts only one casualty has been noted resulting in a sizeable portion of their manpower being gunned down by the Russian's after Kyle's nephew was murdered.
Kane Street Devils: A primarily latino gang operating on the lower east side. The Yakuza largely ignore them as their territory only covers two blocks.
Northern Cross Syndicate: A primarily white gang operating on the northern side of the city. Rumor has it, they've been dealing with the Russians for several months now, but no conclusive evidence has been provided. They largely just peddle drugs to the locals.
Red Crescent Demons: A mixed ethnic gang operating on the south side of the city. No known activity has been noted. Their territory consists of four blocks and have made no effort to seize more despite being the only gang to operate in that end of the city.

| I think the setting would be rather important. Just look at Batman. His adaptations range from "mostly realistic" to "holy fuck Batman's fighting Satan."

| As you might have guessed, it takes place in a fictional city because I can B.S. my way though things rather than use a real city then get called out on my shenanigans.
Relatively modern, somewhat based off of Gotham in a sense that parts are a modern day metropolis while other parts look like something from a Noir piece. Also a clock tower because multiple NPC's are either based off of or just poor imitations of comic book characters and what kind of Oracle expy/imitation doesn't reside in a clock tower?
But first I want to hammer out the plot. I got enough nonsense for a trilogy and a spin-off, but that means nothing if part one (or volume one as I'm referring to it as because theme) doesn't get off the ground. | |

Name: Pretty self-explanatory Age: Also pretty self-explanatory. If your character's age is usually a teenager or young adult, it'd be reccomended to have them a year or two younger than usual. Aside from liberal usage of timeskips for the first few parts, as the story said with people's powers developing as they aged (like how X-Men used the awakening powers as a euphemisim for puberty which is what I'm going for/ripping off). But if the character is like in their twenties, it's not as important. Appearance: Self-explanatory. Powers: Whatever power(s) the character has. Whether they're Mutant powers or they originate from gadgetry. If the character uses gadgets, feel free to list those here. Bio: Self-explanatory. Notes: Anything else that doesn't really fit into other catagories.
The idea of the first arc is to introduce the player characters as they discover their powers, cope or begin coping with them (assuming they're at that age) which will continued to a lesser extent in the second arc. | |
